Training Course on Empowering Women Through Social, Economic, and Cultural Intervention “The Success Story of Bali’s Community Development”

The Government of Indonesia and Colombo Plan had organized the 3rd batch of the Training Course on Empowering Women through Social, Economic, and Cultural Intervention, from 15 to 22 September 2013. As for this batch, there were some changes related to the implementation of the training program. The substance of this year training was more dense than the substance in the previous batch. The National Population and Family Planning Board as the implementing agency had improved the design of the training program. The location of the study visit was moved from West Java Province to Bali Province considered that some community developments in Bali had already achieved the goal of national program in the field of population and family planning. Therefore, it would be appropriate and relevant to conduct the study visit to Bali.

 

 

The training program was held for one week, 3 days of in-class theory took place at Oria Hotel Jakarta, while the following 4 days were study visit to Bali Province and Action Plan Presentation at Eden Hotel, Kuta-Bali. 14 participants who joined the training program were from Papua New Guinea, Lao PDR, Iran, Bangladesh, Pakistan, Maldives, and Fiji.

The program was officially opened by the Head of Bureau for Foreign Technical Cooperation, Mrs. Rika Kiswardani. At the opening ceremony, she addressed the importance of women’s role in Indonesia through social, enomic, and cultural intervention.  She expected that by joining this training programs, all participants may have better understanding in the implementation of population and family planning program to achieve small and prosperous family and better approach in women empowerment programs through family planning at the grass-root level to materialize small, happy, and prosperous family.

Most topics which were delivered during the training program had interested participants due to the relevance between the topics and the job background of participants. At the first day of in-class theory, the participants learned about Population and Family Planning Program of Indonesia in Materializing the Small, Happy and Prosperous Family; Policy and Strategy on Women Empowerment Program in Indonesia and Women Empowerment through Family Planning Program in Indonesia. Following by the specific and practical  topic in the next two days on The Role of Women Association (PKK) in Empowering Women; Family with Children Under Five (BKB) Programs: Case Studies of Women’s Empowerment Activities at Grass Roots Level in Indonesia - Challenges and Lesson Learned; Mother Friendly Movement; and Income Generating Program: Case Studies of Women’s Empowerment Activities at Grass Roots Level in Indonesia - Challenges and Lesson Learned.

The participants also experienced  a rare opportunity, that was taught by Indonesian public figure, Prof. DR. Haryono Suyono at second day of in-class theory. Prof. Suyono, former Head of National Population and Family Planning Agency and the founder of Damandiri Foundation – a non profit organization which supports the community development-, shared his experience in running the national family planning program in Indonesia particularly which involved women. He delivered the topic on The Role of Damandiri Foundation to Support Population and Family Planning/Reproductive Health Program.

Visiting Bali might be an unforgettable moment for most participants. The participants learned alot during their visit. First visit was to Bangli Regency, where participants met the Pos Pemberdayaan Keluarga (POSDAYA) Group at Tourism Village (Desa Wisata) after Courtesy Call to the Mayor of Bangli. At the village, the participants had dialogue with the village’s women who had important role in supporting their family in term of income generating. Group of women were made handy-craft, souvenir, and traditional snack/drink then sold those things to the tourists who came to the village.

The next visit was to BKB Group, PKK Group and Income Generating / Usaha Peningkatan Pendapatan Keluarga Sejahtera (UPPKS) Group. The participants were amazed by the women of BKB and PKK Group in Sanur. Most women were totally involved in supporting the program. They were voluntary aware to improve the health and the development of their children. They were active at Pos Pelayanan Terpadu (Posyandu), and even established a modest daycare to look after the children of the community whose mothers were working. As the UPPKS Group in Gianyar have similar function with the POSDAYA Group in Bangli, it had broaden the participants’ perpective about the important role of community development in Indonesia in supporting national program in the field of family planning.

Before the closing ceremony, the participants  presented their Action Plan. Some participants made comparative study based on their experiences in their home country and lessons they gained from the training programs. During the presentation, the participants also had discussion among each others in order to share their ideas, thoughts, and experiences. Mr. Dadi, from National Population and Family Planning Agency, became the fasilitator and moderator during this session.

On Saturday afternoon, September 21st, the training program was officially closed by Mr. Mukhammad Fahrurozi, the Head of Division of South-South Technical Cooperation, Ministry of State Secretariat at Eden Hotel, Kuta and following by farewell dinner at Jimbaran Beach. On this occassion, the participants conveyed their gratitude to the Government of Indonesia and Colombo Plan for organizing the training . In addition, it was higly expected that this kind of training program shall be continued and improved in the future.
