SSCT PROGRAM: PROMOTING INFORMATION AND COMMUNICATION TECHNOLOGY TO THE OFFICIALS OF TIMOR LESTE

There are 30 Government Officials of Timor Leste has participated in Information and Communication Technology Training Program at Training and Development of Information and Communication Technology Center (BPPTIK), Ministry of Communication and Informatics (KOMINFO), Cikarang. The Training is a part of cooperation between Government of Indonesia (Ministry of Communications and Informatics, LAN, and Ministry of State Secretariat) and Government of South Korea through Korea International Cooperation Agency (KOICA) on “IT Capacity Building Training on Government Officials”.

Participants from Timor-Leste had been trained for 5 full-day long and splited into 3 training classes as follows: Chief Information Officer (CIO) on 7th - 11th  of November 2016, as well Manager-Project Management and IT-Operator Essentials on 31th October – 4th November 2016. Training was officially opened by Head of Research and Development of Human Resources  Ministry of Communication and Informatics (KOMINFO), Bapak Basuki Yusuf Iskandar.

Every class were participated by 30 participants that consist of 10 participants from Timor-Leste and 20 participants from Indonesia Government Officials. The instructor come from various sectors such as Academy, Practitioner, and Indonesia Government Officials that expertise in Informatics and Communications Technology. This program was financing by grants from Korea Republic Government through KOICA in the framework of South-South Triangular Cooperation (SSTC) Program and Government of Republic of Indonesia support its implementation.

Director of Infrastructure and Communications – Ministry of Public Works, Transportation and Communication Timor-Leste Republic, Nicolau S, Celestino conveyed that improving the competence of human resource in ICT is essentials for Timor-Leste Government Officials to create effective and efficient governance with the use of ICT in various sectors.

“In fact, We have a plan to establish ICT Development Center in Dili, as Data Center and Human Resource Development. I hope that the program could continue so that more Timor-Leste Government Officials equip in various field”, he said.

Meanwhile Head of Research and Development of Human Resources Ministry of Communication and Informatics, Basuki Yusuf Iskandar, conveyed that the program expected could expand the knowledge of for participators in government sector and provide insight to participators about the important strategic role of ICT in the future.

“Besides Participants are getting the new knowledge, I hope they could become the main agents in strategic role of ICT at their institution”, Basuki said.

The training program was held in BPPTIK Ministry of Communications and Informatics where located in Cikarang, Bekasi district. BPPTIK is a Technical Implementation Unit (UPT) in Research and Human Resources Development Center (Balitbang SDM), Ministry of Communications and Informatics that in charge of implementing training in the field of Information and Communications Technology. BPPTIK was built on grant South Korea to Indonesia and had been inaugurated since 2011.

Since December 2015, BPPTIK through Research and Human Resource Development Center Ministry of Communication and Information, had received accreditation from Technical Training Institution in the field of ICT. BPPTIK had held various training and certification of competence in the field of ICT for industrial society, and technical training in ICT for Government Officials. As a training center, BPPTIK has complete facilities to implement the training of ICT, such as Computer Lab, Auditorium, Sport Center, Worship Place, and Hostel for trainee.
