Strengthened South-South and Triangular Cooperation Through International Comprehensive Right-based Family Planning Training

As many as 7 participants have joined the International Comprehensive Right-based Family Planning Training 2016. The participants from 3 countries, including Bangladesh, Afghanistan, and Timor Leste have been  experienced comprehensive of family planning lesson for 18 days. This training program held by the Government of Indonesia (GoI) and supported by the UNFPA (United Nations Population Fund) based on the Partnership Agreement between the GoI and UNFPA.  The program is also recognized as a part of UNFPA Country Strategy in Indonesia in which the Country Program Action Plan 2016 to 2020 signed by both parties on 29 March 2016.

The International Comprehensive Right-based Family Planning Training held in 3 – 22 October 2016 in Yogyakarta, Indonesia aimed at impart knowledge and skills to provide and manage rights-based quality family planning services.

 

National Population and Family Planning Board (BKKBN – Badan Kependudukan dan Keluarga Berencana Nasional), Faculty of Medicine at Gadjah Mada University (UGM) in Yogyakarta and support from UNFPA established The Center of Excellence.  This training program was the second time hosted by The Center of Excellence.

 

The training is designed to include a mix of lectures, clinical practice using models, and clinical practice in human being. The participant have received a comprehensive of family planning lesson including traditional and modern family planning methods, counseling, and management of family planning programme such as behaviour change communication, reproductive health commodity security, monitoring and evaluation.

 

Under the South-South Technical Cooperation program initiated by GoI, this training program showed strong commitment of GoI to provide technical assistance and sharing experience to developing countries particularly in family planning.

 

Prof. Siswanto Agus Wilopo, Director of Reproduction Health, Faculty of Medicine, University of Gadjah Mada on his closing remarks said that he believed all participant could brought positive contribution to their country after take comprehensive lesson from this training program. He expected feed back from the participants to create better training program in the future. He also mentioned that through The International Comprehensive Right-based Family Planning Training hosted by The Center of Excellence, UGM could contribute to strengthening South-South and Triangular Cooperation Program. “And please spend your money to buy souvenir to remind you about jogja when you going back to your country.” he ended his remarks and followed with applause from participants.

 

Ms. Annete Sachs Robertson, Country Director of UNFPA Indonesia Office on her remarks shared about State Of World Population Report 2016 entitled 10 – how our future depends on a girl at decisive age. Report shows that our collective future depend on how we support these10 years old girls. All of stakeholders have important role to make sure that every girl is healthy and educated, every girl has access to family planning information and implement it. That is why this training program is important to make real contribution to adolescent reproductive health.

 

“It is our task to promote right-based family planning. We cant promote a cohesive forced family planning program. We need to give understanding about family planning program with right-based approach to people and give access to commodities.” She said. That is why counseling such an important part. Not only learning and improving skill on the methods but also the lesson of counseling that they have received that they would  be able to share all the lesson with their colleague.

 

She hoped this training could continue through online communication between participants and organizer. To ensuring the impact of this program, UNFPA and support from GoI committed to send expert to help participants apply participants knowledge in your home countries. That part is also South-South and Triangular Cooperation.

 

Since the participants have medical background, sharing their expertise needs to be competency based. There are 3 charateristic of competency based:

  1. Learning of individual
  2. Well defined training outcomes
  3. Differentiated

 

At the end of her remarks, she mentioned that UNFPA proud of being a part of this training and congratulate participants and trainers for completing this training program.

 

As part of National Coordination Team for South-South and Triangular Cooperation (NCT), Bapak Mukhammad Fahrurozi from Ministry of State Secretariat underlined that this training program reflected GoI’s commitment to implement South-South and Triangular Cooperation. After experiencing the training program as well as hospitality and warmth of Indonesian people, participants expected to play significant role in promoting a closer cooperation between Indonesia and respective countries.

 

Not only addressed appreciation for organizing agency BKKBN and support from UNFPA for held this training program, he also highlighted university role as implementing agency for training program under South-South and Triangular Cooperation. “We are aware that university is one of primary actor for supporting Indonesia South-South and Triangular Cooperation program in form providing technical expertise and knowledge such as facilities and technical experts.” He added.

 

Several universities already have long term cooperation with Government for supporting Indonesia South-South and Triangular Cooperation program in particular field. For example, Polytechnics Electronics Engineering of Institute Technology of Surabaya focus on supporting IT areas. Tsunami Disaster Risk Mitigation Center of University of Syiah Kuala, Aceh focus on Disaster Risk Management and currently University of Gadjah Mada in the field of promoting Center of Excellence for comprehensive right-based for family planning.

 

Bapak Muhtar Bakti, Director of Education Training Center and Collaboration, National Population and Family Planning Board of Republic of Indonesia officially closed this training program. In his closing remarks he underlined that this training program strengthened commitment of GoI under South-South and Triangular Cooperation particularly to increase investment on human resources through comprehensive right based family planning.

 

This training program held at Dr. Sardjito Hospital covering all aspect of family planning including skill improvement on modern family planning method such as vasectomy and tubectomy as well as management of family planning, advocacy, logistic management, counseling, reproductive security, Monitoring and evaluation. He hoped that all the lesson from this training program well implemented in respective countries and suggested participants to take more active collaboration with all stakeholders in their countries and keep close correspondency with the trainers.

 

One of participants from Timor Leste said that he has learnt so much from the training program. He explained that only few medical worker in 12 districts in Timor Leste that understand traditional and modern family planning methods as well as management of family planning. He suggested that medical worker in every district hospital should get this training and developed family planning program with coordination between Government and NGO in their own district. “Though might need adjustment to implement my lesson with the culture but i have optimism that this training program would bring significant impact.” he added.
