New Asian Africa Strategic Patnership for Palestines: Maintaining Commitments in Providing Capacity Building Programmes

During Bali Democracy Forum II in December 2009, President Susilo Bambang Yudhoyono met with Prime Minister Japan. Two Leader of state has a common ground in term of in cooperation with two countries for debvelopment for Palestines. Indonesian President’s commitment on NAASP for the purpose in upgrading Palestines’ human resources through providing capacity building programmes. Targets launched by Indonesia is to train 1000 palestinians from 2008 up to 2013.

As follow up of the commitments head of the states, Indonesia and Japan have done Joint Fact Finding Mission from 14 to 18 February 2011 to Jordan and Palestines. The mission consisted of officials from Ministry of Foreign Affairs, Ministry of Agriculture, Ministry of Cooperative and Small Medium Enterprises, Embassy Indonesian in Amman, while the Government of Japan from Ministry of Foreign Affairs of Japan, Representative the Government of Japan for Palestines Authority, Embassy of Japan in Jakarta , Headquarters of JICA and JICA Indonesia Office.

During the mission in Jordan and Palestines, the result of the Meeting are as follows:

  • Japan and Indonesia have commitment together to assist on Palestines and the commintment will be stated in such document of cooperation.
  • Based on list of matrix on Prospective Capacity Building, the Government of Japan will be financed 2 (two) training programmes on Japanese Fiscal Year (JFY) 2011 and JFY 2012, that are; 1) Training Programmes on Saving and Loan conducted by Ministry of Cooperative and Small Medium Enterprises,  and 2) Training Programmes on Agribusiness for Palestine conducted by Ministry of Agriculture. Curriculum design for the first training will be assisted by Non Aligned Movement Centre for South-South Technical Cooperation.
  • Indonesia through Ministry of Foreign Affairs and Japan will invite Palestines (Ministry of Development Planning, Ministry of Agriculture and Ministry of Small Medium Enterprises to Jakarta on last June 2011 funded by the Government of Japan for the purpose to attend Indonesian capacities and discussed the programme which will be implemented in JFY 2011 and JFY 2012.
  • Ministry of State Secretariat and the Government of Japan/ JICA Indonesia Office  are still offering group training by attended developing countries including Palestines participants:
    • Third Country Training Programme on Capacity Building for Poverty Reduction
    • TCTP on Artificial Insemination for Dairy Cattle,
    • TCTP on Mother Child Health (MCH) through Using of MCH Handbook and TCTP on Education for Computer Based Industrial Automation for 2011 and upcoming years.  *) Fhr
